Quebec's new workplace rules take full effect on 1 October 2026.
Mexico was first, in 2019. Quebec follows this year: employers must now identify and manage psychosocial risk, chronic stress, work overload, psychological harassment, workplace violence, the same way they manage any other hazard on site. Twenty workers is the line: above it, a written prevention programme, a joint health and safety committee, mandatory training. Below it, an action plan and a trained liaison officer. Remote workers are covered too.
The direction is the same everywhere. ISO 45003 arrived in 2021. Europe is debating its own directive. What used to be called culture is becoming compliance.
